The Bazaar allows you to purchase white equipment for your heroes. Each upgrade level grants access to equipment at the same star level of NPC monsters. Thus, a level three Bazaar will grant access to the same equipment held by three star NPCs. With the Rise of the Guilds update, level 1 Bazaars offer all equipment, even 10 star equipment (not 11 star though). This is probably unintended, but means that there is no point in upgrading the Bazaar beyond Level 1.
